I'm sorry, but considering these shortages started last year during the Katrina debacle, I'm having a hard time believing that six months later it's TOTALLY unrelated to Bush's incompetence, but instead it's those evil environmental regulations.
Yeah, sure. And I'm sure Bill Clinton is to blame as well.
