"The amendment supporters are running another risk. Ask Americans what issues they care about right now, and Iraq, the economy, immigration and gas prices top the list. That's what they want the Congress to debate.... This debate is unlikely to produce a result, except to reinforce the image of a Congress that's out of touch with the people's real concerns."
