How can Bush negotiate Mid-East peace when he spends all his time negotiating between Rice and Cheney?

No wonder Bush's foreign policy is such a disaster. From an article in today's NY Times, it sounds like Bush spends an inordinate amount of time negotiating peace between his Vice President and his Secretary of State, with whom he has an "unusually tight bond."
