Watch the video. Check out how she says "perhaps so!" when asked if her policies might lead America to have to declare war on Russia. She scoffs when she's saying it. She's not giving a scholarly answer about NATO treaty commitments, she's scoffing and saying the equivalent of "you betcha I may declare war on Russia, buster - bring it on!." Watch it.
